The Warden of Heaven is referenced outside the walls as a new system or movement connected to questions of wrongdoing and belief. In conversation with an artisan, it is suggested that cases of "heresy" would likely be handled by the Warden of Heaven. Followers listen to its casts while they work, and at least one artisan is described as a disciple.

Avout perspectives dispute any official connection: according to Fraa Orolo, claims that the Warden of Heaven comes from a concent to bring the enlightenment of the mathic world to a select few are fraudulent, akin to periodic figures who seek influence by invoking mathic ties. Orolo considers whether the phenomenon resembles a Throwback-turned-Mystagogue or a Bottle Shaker, cautioning that the former can be dangerous. Later, Orolo asks to what extent "the Warden of Heaven has become the same as the Panjandrums"—his nickname for the Saecular Power—and notes that assessing such matters falls to the Warden Fendant. No endorsement or sanction from the maths is indicated.

First known mention in-world occurs during discussions in the library ahead of Apert, when an artisan from extramuros explains contemporary systems for identifying and punishing crimes. In that context, the Warden of Heaven is presented alongside other mechanisms as a separate, newer strand. A related aside about why no speely was made of a rite points toward the role of the Ita in controlling access and technology within the Saecular Power's protected maths; this does not establish any operational tie between the Ita and the Warden of Heaven, only the immediate setting in which the movement was being discussed.

Known followers and influence: - An extramuros craftsman, Artisan Flec, is identified as a disciple and is said to consume the Warden of Heaven's casts.
